Condenser Unit – Fan Not Running

The power is on but the outdoor unit fan is not running. Only Warm air is blowing from the vents. The home is not getting cool. When our tech got to this home, he found the cabling going to the fan torn apart. This unit has not been maintained in years. We were able to get the home owner back up and running, but advised them the need of having an annual preventive maintenance on the air conditioning system.
